A tsunami by any other name is still a tsunami. This proved that a tsunami don't need an earthquake for its creation, 'they' just won't admit it, since it will proves that giving tsunami warning based on earthquake alone would be just plain wrong.
Suffice to say, this 'wave' also affected Indonesia's southern coast (Sumatra, Java, Bali, and so on).
As for giving a warning.
How can one give a warning for something that happen without one knowing it?
As for the 'non-action', it was made so in order to make the government look bad, just look at New Orleans.
